More or less money to the municipalities?
The tax revenues of the municipal units in Arkhangelsk Oblast are decreasing year by year, Head of the regional Primorsky District, complains.
Mr. Jury Serduk says to Regnum that his municipality get two kinds of local taxes - a local land tax and individual property tax. However, experts disagree with the negative picture painted by Mayor Serduk. Sergey Miroshnikov, who has drafted federal Law 131 on municipal government, says that the revenues of the municipal budgets actually are increasing rapidly year by year, and that they by far exceed the inflation level. He believe the revenue growth of the municipalities grow with an annually 25 percent. Mr. Miroshnikov says that according to the Law 131 and the federal Budget Code, the own-generated revenues of municipal units include, apart from local taxes and shares from regional and local taxes, also other sources coming from regional and federal budgets. These resources, including several non-tax revenues, make up the revenue basis of municipal units, which a municipal unit is free to use under an approved budget.
