New border control regime between East and West

In few years, Russians visiting the Schengen zone will be met by a whole new set of border-crossing procedures. The EU Commission last week presented an extensive proposal on new regulations for its external borders.

Among the proposed measures will be the introduction of more electronic surveillance, new entry and exit registers and a system of finger prints. All Schengen-countries, among them Norway and Finland, will be included in the new regime.

-These ideas will promote legitimate free movement of people, whilst also dealing with unexpected migratory pressure, EU Commissioner on Justice, Freedom and Security, Franco Frattini writes at his commission website.

-This package puts new ideas on the table for the control of our borders… using the most advanced technology, he adds

The new system also includes the better use of the EU’s border control agency, Frontex. In the longer term, FRONTEX will strengthen co-operation with non-EU countries and coordination with national border guard and customs authorities, whilst serving as a hub for the exchange of information as part of a planned European border surveillance system.

The “most ambitious” of Brussels’ plans is the proposal to establish an electronic register, designed to monitor all non-EU nationals admitted to the Schengen zone, starting from 2015, news site EUobserver.com reports.
