No compensation for rocket damages
In course of the last eight years 73 rockets have been launched from Plesetsk Cosmodrome in Arkhangelsk Oblast. Arkhangelsk Oblast does not receive any compensation for the damages brought on the environment from the activity and claims that the Ministry of Defence neglects to fulfil concluded agreements.
In August 2004 an agreement was concluded between the Ministry of Defence and the Arkhangelsk Oblast administration on terms and conditions of episodic use of impact areas for rockets parts. Most of the terms in this agreement have not been met. According to the administration, the ministry neglects to carry out monitoring of the environment, estimate environmental and material damages or compensate for such damages. Rocket fragments are not completely removed and there has not been any recultivation of damaged land.
In spring 2008 a new agreement was concluded between Ministry of Defence and Arkhangelsk Oblast administration. Whether it will be fulfilled or not remains to be seen. The Ministry of Defence claims that Russia lacks the necessary regulatory framework for estimating pollution, and, consequently, environmental damages, and so it is impossible to know how to compensate such damages in terms of money.
In course of the last eight years 73 rockets have been launched from Plesetsk Cosmodrome in Arkhangelsk Oblast. Of missiles with toxic fuel components, four were launched at land impact areas and 27 at water impact areas.
