Putin: More power to the regions
Russia’s regions need more power and more authority over their own financial resources, the ruling party United Russia’s program for the Duma election reads.
- We have to support and strengthen local self-government. We will give Russian regions and municipalities more authority and more financial resources, and the local powers will get higher responsibility, Prime Minister Vladimir Putin said at a United Russia party congress, the party’s web site reads.
The extreme centralization of financial resources that has developed in Russia over the last years, can become a brake for further development because it does not stimulate the regions to independent earnings and is seen as very unjust from the region’s perspective, the party says in its election campaign.
United Russia believes that the country’s incomes should be more justly divided between the center, the regions and the local self-governance organs. Regional and local budgets should get more of their incomes back and organs of local self-government should have more possibilities to earn their own money and spend them on social infrastructure after their own wishes.
