Regulating sailing on Northern Sea Route
The Russian Ministry of Transport has prepared a bill, which is to regulate commercial shipping along the Northern Sea Route.
The bill describes the waters of the Northern Sea Route and lays down principles for operations along the route, a ministry spokesman told Regnum. It will be the federal Northern Sea Route Administration, which will be responsible for organizing shipping in the area. The Administration will also regulate pilotage and icebreaker services and the level of fees for the use of these.
