Five new Arctic offshore licenses
The Russian Government this week granted Rosneft and Gazprom five new licenses to oil and gas fields in the Kara Sea and Barents Sea.
Rosneft got four of the new licenses, three to fields in the Kara Sea and one in the Barents Sea. In addition, the company got a new license in the Black Sea. Gazprom got one license to a field in the Kara Sea, RIA Novosti reports.
The licenses were approved by Premier Vladimir Putin on 11 October.

According to the news agency, Rosneft’s new Barents Sea license is to the Yuzhno-Russkoe field, while the three Kara Sea licenses are on the Vostochno-Prinovozemelskoe structure. Gazprom’s new license in the Kara Sea is to the Kharasavey-More structure.
The licenses include both exploration and production rights.
According to Russian legislation, only Russian companies with more than five years of offshore experience are entitled to engage on the shelf. However, recent statements indicate that Russian authorities might be about to open up for a wider participation in offshore field development.
