On updated EU sanctions list is the owner of Murmansk
The EU Council has expanded its list of sanctions against companies involved in shipping of Russian oil. The updated list now includes the owner of the oil tanker Murmansk, as well as a company that provides fuel to Russian fishing vessels in the Barents Sea.
"Today, we approved another batch of sanctions to put more pressure on Russia to end the war. These measures strike at the heart of Russia’s military-industrial complex, its shadow fleet, and the networks that fuel Moscow’s hybrid attacks against Europe," said Kaja Kallas, High Representative for Foreign Affairs and Security Policy and chair of the Foreign Affairs Council.
"Brick by brick, we are dismantling the foundations of Russia’s war economy," Kallas emphasised.
According to the EU’s foreign affairs leader, work is underway on the broader 21st sanctions package. The sanctions announced on 15 June target energy revenues, the military-industrial complex, propaganda, and human rights violations.
This includes 24 entities related to the shipment and export of crude oil or petroleum products.
New on the sanctions list is the Kord Company and its tanker Kord (IMO 9131187). The company is based in Murmansk, and the Kord is extensively used to provide fuel to Russian fishing vessels operating in the Barents Sea. On 15 June, the Kord was en route to Murmansk after zigzagging in the Norwegian part of the Barents Sea.
The sanctioning of the Kord Company and its tanker Kord could have major implications for Russian trawlers operating in Norwegian waters.
Also on the updated sanctions list is Gazpromneft Shipping, the owner of the oil tanker Murmansk (IMO 9167930). The 115-metre-long tanker, built in 1998, was included in the EU sanctions in December 2025. Over the past months, the tanker has mainly sailed between the ports of Murmansk and Arkhangelsk.
The list also includes several other companies engaged in shipments of Russian Arctic oil.
Among them is Dreamer Shipmanagement, a company registered in the UAE. The company operates the Callisto (IMO 9299692), the Camel (IMO 9341079), and the Next (IMO 9286023), which sailed along the Norwegian coast in December 2025 and April 2026. These tankers became subject to EU sanctions in 2024 and 2025.
Also on the list is the Liberia-registered Moonstone Maritime Corporation, which operates the Gustav (IMO 9436006) and the Klever (IMO 9411331). The former, a tanker, carried the name Samira until May 2025. On 15 June 2026, it was en route from Murmansk toward Norwegian Arctic waters. The latter was named Canara until February 2025 and is currently sailing in the North Atlantic on a course for Murmansk.
The two tankers were included in the EU’s sanctions list in 2025.
